While Hosea 11:10-11 identifies the “roaring lion” as Yahweh, the prophet’s use of the Balaam Oracles in verses 10–11 evokes the promise of a new exodus led forth by the roaring lion of Judah (e.g., Gen 49:9; Num 24:9). The paradigm of the Exodus from Egypt serves as the pattern, or type, for the promised salvation. Moreover, Hosea is a good reader of the Torah, seeing the inner-canonical interpretation resident within the Torah itself and pressing it into use for his purposes in Hosea 11:10–11. In conjunction with Hosea 2:1–3 (E. 1:10—2:1) and 3:5, this would mean that Hosea proclaims a new exodus here in which he is elusively communicating that the promised Messiah—the roaring lion of Judah (Gen 49:9; Num 24:9)—is YHWH himself. This of course would have further implications for understanding Matthew’s quotation (Matt 2:15) of Hosea 11:1 not simply within the context of the whole of Hosea 11, but within the larger context of the prophet’s use of Scripture, seeing more clearly his hermeneutical givens and theological conclusions.
