God’s covenants frame Scripture’s metanarrative. Thus, rightly understanding the various covenants is a foundational task of biblical theology. The Noahic covenant occupies a significant literary and canonical location: its stands at the beginning of the book of Genesis and is the first explicitly named covenant found in Scripture. However, a handful of scholars have noted that the Noahic covenant receives relatively little attention in biblical and theological studies. In addition to receiving little attention, there is little consensus about several fundamental questions related to interpreting the Noahic covenant. One of the most fundamental questions is whether God establishes one or two covenants with Noah. God speaks to Noah of a covenant in two passages: Gen 6:13–22 and 8:20–9:17. Some say that these passages refer to the same covenant (e.g., Paul R. Williamson, Stephen G. Myers). Others argue that these passages refer to two distinct covenants (e.g., Steven D. Mason, David VanDrunen, Miles Van Pelt). In recent literature, the two-covenant view has received more extended defense, and, at present, few have put forth extended arguments in favor of the one-covenant view. This paper hopes to offer some fresh exegesis in support of the one-covenant view. I argue that a close reading of these texts in their literary context suggests that they refer to the same covenant. Three contextual features prime the reader to see continuity between God’s speeches in Gen 6:13–22 and 8:20–9:17: the structural unity of Gen 6:9–9:29, the chiastic structure of Gen 6:9–9:17, and the structural parallels between the Noahic and Abrahamic covenants. In addition, three features of Gen 6:13–22 and 8:20–9:17 suggest that these passages refer to the same covenant: the characters in these passages are the same, both passages emphasize the themes of preservation and the perpetuation of the godly line, and in Gen 9:9, 11, 17, the verb הקים most likely refers to the perpetuation of the covenant mentioned in Gen 6. For these reasons, Gen 6:13–22 and 8:20–9:17 refer to the same covenant.
